ACA to probe spending by Balkis

The Anti-Corruption Agency will investigate alleged irregularities in the accounts of Balkis following a report by Parti Keadilan Rakyat yesterday.

Selangor ACA director Ja'afar Mahad said the probe would focus on expenditure by the Wives of Selangor Assemblymen and MPs Welfare and Charity Organisation.

He said although there were claims of irregularities in the transfer of RM9.9 million in Balkis funds to Bakti (Association of Wives of Ministers and Deputy Ministers), this did not fall under the agency's purview, according to NST online.

He said allegations about the legality of the transfer were more along the lines of criminal breach of trust.

PKR state information chief Mohd Nasharudin Abd. Aziz lodged the report at the agency's state headquarters about 3pm, besides handing over a 15-page report on a variety of allegations.

He said the report was lodged to help ACA begin investigations into the organisation's activities which he felt contained elements of corruption and abuse of power.

He said this was based on the nature of Balkis' dissolution and transfer of its funds to Bakti.

Background

The controversy over Balkis came to light when the menteri besar's office issued a statement on April 24 that the state government was investigating Balkis over its dissolution and transfer of funds.

Menteri Besar Tan Sri Khalid Ibrahim had asked that the dissolution be rescinded as it went against the organisation's constitution. He had also likened the transfer of funds to criminal breach of trust.

However, Balkis past president Datin Seri Zahrah Kechik defended the move, saying the organisation was dissolved after this was agreed upon by more than two-thirds of its members at an extraordinary general meeting on March 11.

She had said that the transfer of funds was also done according to the constitution.

(Just my two sens: Doesn't this case fall under Criminal Breach of Trust (CBT)? And if it is so, shouldnt it be lodged with the Police? Why with the ACA?)

As usual the ACA will do their "willy-nally" act and it will take ages before it would complete the investigation, if ever (remember the case of Eric Chia?)... what can we expect when the ACA is under the control of the Ministry of which AAB is the Minister (is he still?)? Whatever... sheer waste of time!

Kak..

About your two cents, it does sound about right. It is slightly odd why the matter was reported to ACA, because the issue does not seem to dwell much on corruption. From what I know, Balkis did not offer bribe, or take bribery from any party (not that we know of anyway). All they did was transfer money when they shouldn't have. Something close to that anyway.

3 simple yet infamous words sum up my response to your bracketted "two sens":

correct, correct, correct.

Balkis supposedly set up to help the poor. With RM9.9m cash rich, it tells us 2 things. Not much charity done cos no poor people, or the Balkis not working hard enough to reach out to the needy.
